             The primary branch of the United Nations is the Security Council, "Its chief organ the Security Council, has a central place in its bodies and bears a special responsibility for dealing with global problems." (Bhansali 208) The council was intended to act as a supreme organ of a worldwide collective security system and whose purpose was to make all decisions binding to every member states of the United Nations. In general, the council is in charge of implementing the peaceful settlement of disputes and may consider any action viewed by any of the members as a threat to peace, and is subject to investigation by the Council. After investigating the dispute, the Council then makes recommendations to end the quarrel in a peaceful manner. At the 2693rd session of the Security Council in 1990, Resolution 678 authorized member states to use armed forces against Saddam Hussein unless he withdrew his troops from the occupation of Kuwait (Guy 387). The Council meets at least twice a year to decide provisional rules laid out in the charter of the Untied Nations, additionally they hold meetings in specific cases to examine and review outstanding problems and crises (Guy 388). This council has been faced with many crucial decisions in the past regarding the preservation of peace and has been scrutinized for the decisions that it has made, or has not made. To determine whether or not the UN truly does have power, one must look at the Security Council because of the important role that they play within the United Nations.
