Out of all these NGO's the United Nations, Amnesty, and the Human Rights Watch defend human rights to their fullest extent. The United Nations develops programs and protocols that combat human trafficking. Amnesty publishes news articles and reports that deny a person of their human rights. The "Protocol to Prevent, Suppress and Punish Trafficking in Persons" is the first protocol that the United Nations signed to combat this crime and was adopted on 15 December 2003. The second protocol that was signed by the United Nations is the "Protocol against the Smuggling of Migrants by Land, Air, and Sea" and was implemented this protocol on 28 January 2004.
