ggression in the Far East with the aid and assistance of Fascist Italy presented a clear and present danger to America and our allies. After World War I, America was reluctant to go to war. Congress passed three neutrality laws to prevent perceived causes of trade strife with allies. Germany aggression under Hitler's influence in Austria and Czechoslovakia was a clear and present danger to Europe and the world. Germany invasion of Poland on September 1st, 1939 caused England and France to declare war and President Roosevelt convinced Congress to repeal an arms embargo, which allowed the US to provide resources to the Allies.
             German aggression and war progressed; the British were driven off the European continent, the French surrendered after just six weeks (Divine 23), and the direct threat or "just cause" to Europe, the world and us was clear and present. President Roosevelt warned the public, " Overwhelmingly we, as a nation, are convinced that military and naval victory for the gods of force and hate would endanger the institutions of democracy in the Western world, and that equally, therefore, the whole of our sympathies lies with those nations that are giving their life blood in combat against these forces." (Divine 24) When Germany, Italy and Japan signed the Tripartite (Axis) Pact on September 27th, 1940 creating a defensive alliance the threat to world peace grew while the new allied Axis Powers deterred FDR from entering the war which had now become a 'two-ocean conflict'. (Divine 25) (Point 4 "Last Resort"). In retrospect, an argument can be made that FDR should have entered the war sooner and many lives would have been saved in Europe and elsewhere.
