uals come from many different types of society which differ enormously in economic and geographical conditions so human needs differ as needs are relative to the society they belong to (Ditch: 1999). "Human needs means the full range of intangible and material resources that are required over time to achieve the production, maintenance and reproduction f the fully autonomous, fully participating adult human in the particular society he or she belongs to" (Ditch P:89 1999)
             For a person to develop properly and function within society, there are a number of categorical needs which must be met i.e. shelter, nutrition, and health. Many philosophers describe poverty as a categorical need. (Ditch: 1999) Another definition is that human needs come under two headings; physical survival and personal autonomy. So not only does one require basic physical needs one also requires feelings of security to be able to function as a part of society (Denney 1998). One problem when implementing social policy for those considered in need is that the government has the most power to implement these changes and decide policy measures when politicians do not understand what it is like for people who are on benefits and out of work as barely are they in contact with those considered deprived (Denney 1998).
