Initially, the plan for Health Care reform had an overwhelming amount of support from the public as well as the media. In, "What Health Care Crisis" Stelzer states several different reasons for Clinton's decision to reform health care. The main reason being American's insecurity caused by a recession, "During a period of rising unemployment, enough American's found this prospect sufficiently unsettling to create a constituency for changes in the way health-insurance coverage is maintained"(Stelzer, 19).
