How were these groups of Electors chosen in each state? What were their qualifications to be appointed to vote for president? In early history, Electors were people selected by state legislatures to decide who would be allowed to make the final decision on the president of the United States. Those elected were to be well-educated (thus the term "College") and very reputable people. In each state they were to make the important decision as to who will be president.
