However, according to numbers crunched by the Bush Administration most non-married men (fathers) earn about $17,500 per year at the time of his first child¡s birth. Well common sense would tell us this is above poverty level. So, if the mother married the father she would be classified as above the poverty line. The data goes on to show how if these mothers don¡t marry the fathers then 55 percent of them will be living in poverty but if they did marry the fathers the poverty level would drop to 17 percent.
             This is a sad situation when the welfare system has always penalized marriage in-fact the policy of it discourages marriage.
