             When Lincoln was called in front of Congress in the summer of 1961, he supported his actions by stating that:
             These measures, whether strictly legal or not, were ventured upon, under what appeared to be a popular demand, and a public necessity; trusting, then as now, that Congress would ratify them...It is believed that nothing has been done beyond the Constitutional competency of Congress.
             Congress responded to Lincoln when it made its own statement "approving, legalizing, and making valid all acts, proclamations, and orders of the President, etc., as if they had been issue and done under the previous express authority and direction of the Congress of the United States."
