The laws were created so that the costs of fencing a small farm were disproportionately greater than for a large. In general there were four methods used to finance enclosures. The most common was for the commissioners to levy a rate upon the landowners. These rates however could not always be met, which was a common cause of delays in completing enclosures. The second was by deducting land from the new allotments, or by land sales and auctions of the communal or individual property. This was obviously a less socially distressing method of defraying enclosure costs, but was not a method often resorted to. The third method of financing was by using the land mortgage.
