at local meant perhaps fifty years ago. It may be considered stereotypical but many people would argue that communities were extremely self-contained. Families would remain in the same communities for generations. Everything they needed could be provided by someone in the town. Perhaps there was one particular baker that could supply for everyone. All towns perhaps had something that was specific to them, something to distinguish them from everywhere else. This, I believe people would have considered local. They have something which only belongs to them.
