The motive towards the end of the propaganda campaign, which was anti-communist to gain control of the competition with the USSR; however it was no longer for the benefit of the Germany but for the capitalist US. The political agenda of the US and its position in Germany made propaganda an obvious tool to use; now they needed methods which would make it effective.
