Rousseau's first principle that he establishes is that all men are born free. Rousseau establishes this idea in the "social contract," an agreement in which the people of a given state agrees to be governing by a sovereign power. He points out that the point of a sovereign is to protect and enforce the social contract. In his essay "The Social Contract" Rousseau defines the acts, by which laws are created. He says that is that "when the whole people decrees for the whole people, it is considering only itself; and if a relation is then formed, it is between two aspects of the entire object, without there being any division of the whole. In that case the matter about which the decree is made is, like the decreeing will, general. This act is what I call a law." all affirms the ideas that all rights are vested in the state, existing for the people and controlled by the people." In this statement, Rousseau is stating that laws can only be created if a unanimous is made between both parties without any objections.
             In my opinion, I think this belief impossible to accept, if public could make possible a unanimous decision there will be no need for a sovereign. Since their power is given the public. Rousseau asserts that the sovereign is absolute and acts through laws. Again, Rousseau defines law as being the decisions of the public with unanimous interest.
             Given the power that Rousseau asserts to the public, their "will" is always right to them their decision is always good. However, the judgment that guides the law is not always enlightened and does not always appear to be a common good in the end. Rousseau says that al stand equally in need of guidance and therefore the need for judges are necessary, to help and guide the public of law that are intended to be good for the general public.
