             It can be argued that this remit was very restrictive on any proposals that could be presented by the commission; the word "cheap" reduced any hope of realistic suggestions and changes in the education system that would be able to offer good education for all classes of society. Also in offering "sound" instruction this simply meant the basic elements of learning, these being Reading, Writing and Arithmetic (known as the 3 R's). Not surprisingly Lowe's own agenda, and also that of the Government, concerning education was to control government spending and focus on the education of the basic Reading, Writing and Arithmetic skills to the working class.
