             Marxists have always seen a close and inseparable relationship between industrial and financial capital and the state. From the time of Lenin onwards orthodox Marxists believed that capital could not survive without the state, which advanced its interests abroad and protected it at home. Going so far as to say that 'the state was capital's instrument for the administration of territory'. For orthodox Marxists no agency could exist outside and independent of the state. Their position was that any international agencies would always be the interests of the most powerful state (or a coalition of states). (Harris, 1983, p229).
