The CFSP as it is today was formed from the Maastricht Treaty of 1993 and revised by the Amsterdam Treaty in 1999. The CFSP has a number of instruments at its disposal: common positions, joint actions, decisions and the conclusion of international agreements, all are as a rule unanimous and binding on member states. With the CFSP and its affiliated policy the EDSP (European Security and Defence Policy), the Union is attempting to create a political dimension to match its economic power in the international arena.
