             America has no laws preventing human cloning research, unlike the UK, although no public funding is available. In 1997, President Clinton announced that human cloning should be banned. However, he went on to say that the proposed ban was for only five years and that basic human cloning techniques could continue without government money. In other words, clones may be made but not born for the next five years. This ban was thrown out by Congress. The New York State Catholic Conference condemned a bill passed by the state Assembly that authorizes the creation of human life by cloning for use in medical experiments. The Conference called the bill a moral outrage. According to the language of the bill, doctors in New York State could clone human beings, grow them in women's wombs or in a laboratory and then kill them for the harvesting of their stem cells which is used in the treating of spinal cord injuries. The only 'ban' is that the babies created through cloning would be prohibited by law from being born.
             There are many reasons why someone would want to be cloned, whether rational or irrational. Some people may want to recover someone who was loved as a reminder. Infertility is a major reason for wanting to be cloned. Rather than using donated sperm and eggs, scientists use cells of your own to give birth to "yourself", your own twin.
