The FBI report found that incidents targeting people, institutions and businesses identified with the Islamic faith increased from 28 in 2000 to 481 in 2001, which is a 1,600 percent increase and it exceeded 1,700 cases in 2002 (Abdelkarim. These attacks are assumed to be a result of the incident on September 11, which is ironic because at the time of the attacks, the American Muslim and Arab-American organizations and leaders were amongst the first to react in an organized fashion to condemn the terrorist attacks on that very same day.
             The Immigration and Naturalization Service (INS) then announced a controversial new "special registration" process for non-immigrant visa holders from predominantly Muslim and Arab countries. The INS detained several hundred Muslim foreigners nationwide who approached the agency for registration. They were kept in unsanitary conditions for days while the routine was done. Many of those detained had lived in the United States for years and were peaceful, law-abiding citizens, which illustrates that the US is targeting the wrong people (Iqbal). As a result of this, many people fear approaching the agency for what was thought to be a 15 minute registration process with the fear of unnecessarily being treated as a suspect for terrorism.
