al education dollars toward the programs that will best serve their students and teachers. According to the bill, to ensure that all children have an equal opportunity to obtain a high-quality education, states and districts can now transfer 50 percent of their funding from any of the four major federal programs to pursue strategies for improving student achievement without receiving advance approval. These programs include Teacher Quality, Education Technology, Safe and Drug Free Schools, and Innovative Education Programs. A "highly qualified" teacher must be in every classroom by the end of the 2005–06-school year.
             Parents will receive more information about schools and will have more options to help children attending poorly performing schools. Parents will receive reports on their school and school district each fall. Children in schools identified as "in need of improvement" two years in a row can transfer to another school, and parents can receive $300–$1,000 in Title I funds for supplemental services-such as tutors, after-school or weekend help, or summer school classes. These stipulations will place competitive pressures on schools and educators that policymakers believe will lead to improved student achievement.
