             Vice President Andrew Johnson became President when Lincoln died. Johnson had served as governor of Tennessee and had represented that state in Congress. When Tennessee seceded in 1861, Johnson had remained loyal to the Union. Johnson called for a majority of voters in each southern state to pledge loyalty to the United States. He also demanded that each state ratify the Thirteenth Amendment, which banned slavery throughout the nation. The southern states did what Johnson asked. In late 1865, the President approved their new state governments. Southern voters then elected new members of Congress. Many of those elected had held high office in the Confederacy.
