da 21. One of the main issues discussed during the Johannesburg assembly is drought and desertification, which is covered in chapter twelve of Agenda 21. Chapter twelve section four of Agenda 21 has set out six 'program areas' to directly deal with drought around the world: (1) Developing knowledge and information for regions prone to drought and desertification. (2) Planting and arrogating crops in soil conservation areas. (3) Removing poverty and promoting alternate living standards. (4) Developing anti-desertification plans and implementing into "national development plans." (5) Developing "comprehensive drought preparedness and drought-relief schemes." (6) "Encouraging and promoting popular participation and environmental education, focusing on desertification control and management of the effects of drought" (Agenda 21, Section 12.4). The UN then went into further details to explain all six of these programs and also offer actions required to fulfill these actions and also ways of implementing them into the drought-ridden societies.
             A. "Developing knowledge and information for regions prone to drought and desertification."
             i. The main purpose of this 'program area' is to make local and international governments aware of drought and desertification around the world. Also, setting up an international network of governments, backup services, and existing environmental and observation systems, is another main focal point of this program. This requires the gathering and problem-solving of past and present observations on drought and desertification and finding possible solutions. Also, Agenda 21 stresses the updating of "existing inventories of natural resources." The estimated cost of these programs from 1993 to 2000 was approximately $350 million, in which $175 million from the international community with grants and conditioned terms. (Agenda 21; 12.11)
