ommon problems. It can be claimed that working with other countries is an exercise of Sovereignty, not a limitation of it. In order to understand the global impact of such an institution it is important to take into consideration the main features of its action: Universality, which gives to all Countries a voice when the major policy decisions are made; Impartiality, that means that the UN does not represent any national or commercial interest; Global presence since the UN has the largest network of country offices for the delivery of development assistance. In other words the UN is an international organisation joint by the most of the sovereign Countries in order to deal with universal problems, such as Peace, Security, Human rights, without loosing any component of their statehood. Taking into consideration the efficiency of this model, it can be argued that relying on the sovereignty of the member states has limited the UN efficiency, mostly because a theoretical democratic structure has not found a reply in the practice. Therefore the UN particularly defers to the sovereignty of great powers, five of whom, as permanent Security Council members, can each block any security-related resolution.
             On the other side, the EU integration process, began as an attempt to contain the German danger and to deal with the new atmosphere of the Cold War. Now defining the content of this Integration in terms of sovereignty has always been a difficult subject since there were many different approaches.
