             Biological weapons can dispense, project, or disseminate disease causing and toxic agents for use in warfare and terrorism.4 These weapons may take in form of missile warhead, aerial bombs, or spray devices.2 Biological weapons primarily function by inhalation, infecting open wounds, or contaminating food and water supplies.5 Because the purpose of biological weapons is to make huge amounts of people ill and do not necessary have to destroy properties, biological would be more accurately termed "mass casualty weapons" rather than "weapons of mass destruction".3
             Modern bioengineering techniques can be used to enhance and upgrade existing biological agents and make them into ideal biological weapons.3 Biological weapons should be considered strategic and tactical weapons because they have the ability to inflict immense damages over a wide area.4 Biological weapons have a delayed effect, which make them very useful for terrorists: a time lag between dispense and appearance of symptom.2
