The separatist KLA, comprised of Albanians not only from
             Kosovo, but Albania and Macedonia as well, launched a series of attacks
             against Serbian police stations and official Yugoslav sites. The response
             to the KLA action taken by the Serbs "in many cases resulting in the
             destruction of entire villages and producing large numbers of civilian
             casualties" (Caplan, 752), only encouraged more support for the KLA. The
             United States issued a statement that the KLA "is without any questions, a
             terrorist group" and that the United States "condemns very strongly
             terrorist activities in Kosovo" (New York Times). The conduct of the
             international community in response to these attacks by the KLA may have
             further complicated matters and actually may have provided a defense for
             the use of action Milosovic launched against local Albanians, describing it
