             reduce the incidence of recurrent crime. Far too often it seems the law
             serves to punish innocent victims. Follow through also fails, as law
             enforcement agencies continue to pass laws that have little or no impact on
             violent criminal activity, rather than having the effect of reforming
             criminals or actually reducing the number of violent criminals on the
