             Health-care costs will also be lowered by allowing small businesses to
             group themselves together in order to purchase health-care coverage at
             lower rates (Hill, A14). This will also help to reduce many of the
             frivolous lawsuits currently going on against doctors and hospitals and
             also expand the medical savings accounts of many individuals (Hill, A14).
             The class-action tort system also needs to be reformed so that these
             frivolous lawsuits on businesses and manufacturers are lowered. There is
             also pending legislation in Congress that will work to increase the
             reliability of energy supplies and help cut down on the reporting
             requirements and regulations that often raise costs for many businesses
             (Hill, A14). These are just some of the issues that Mr. Bush is looking at
             doing where the tax plan is concerned (Hill, A14).
