OFCCP gives out yearly Opportunity and Exemplary Voluntary Efforts
             (EVE) Awards to contractors with exhibited exemplary affirmative action
             programs, which provide aggressive recruitment schemes, training and family
             initiatives in recruiting and retaining qualified workers. Among those
             nominated for a Secretary or EVE Award included innovative outreach and
             recruitment, employee or management development and employee support
             programs (OFCCP). Past awardees were The Rouse Company in 2001, Union Bank
             of California in 2000, Eli Lilly and Company of Indiana in 1999, United
             Technologies Corporation of Connecticut in 1998, Pacific Gas and Electric
             The OFCCP believes that it has benefited the labor sector through its
             systematic contractor investigations and in partnership with private
             enterprise as well as state and local agencies. It says that its programs
             have generally helped many Fortune 1,000 companies and other leading
             corporations in containing discrimination against women and minorities.
