             Patriot Act so that, at the very least, its use would be limited to
             terrorism cases. The House of Representatives overwhelmingly, last fall,
             voted to defund the sneak and peek' searchesâ€"the fishing expeditionsâ€"the
             Patriot Act allowed (Pheneger, 2004. p. 15).
             This is significant, especially as "By enhancing the government's
             ability to conduct surveillance, however, this far-reaching legislation
             (the Patriot Act) severely diminishes critical privacy protections to an
