             and will occur. These two factors are not discreet. Rather, the two
             factors are, to some extent, interdependent.
             As already noted, there are pockets of political dissatisfaction
             across Canada. These pockets of political dissatisfaction represent a
             variety of concerns. One may assume that the people involved are motivated
             to seek political reform that will enable them to attain their political
             objectives. Such an assumption, however, is only partially correct. Most
             Canadians who harbor some degree of political dissatisfaction are not
             going to pursue political reform in a vigorous manner unless they believe
             there is some chance of success from such an effort. Thus, sufficient
             motivation to effect meaningful political reform is dependent upon
             persuading Canadians that a viable mechanism exists through which efforts
             for political reform could succeed. Further, Julian (23) contended that
             citizen involvement in the political process is vital if political reform
             is to succeed and if the state of democracy is to improve.
             Some people might point out that Canada has mechanisms in place to
