             Issue 2: Is there a limit on the price people will pay for illegal drugs? Is a supply-side approach the most effective way to deal with the drug problem?
             When people are addicted to drugs, there is no limit to what they will pay to get them. Even the poorest person on welfare, for example, or a destitute, homeless person living on the street will find a way to pay for cigarettes or alcohol. If the price of drugs goes up, the addict must steal more to pay for them. Money is not the main issue for the person who is addicted to drugs. His or her body is screaming with pain. The cost is whatever it is.
