             Medicaid Regulation 435.406 Overview:
             Medicaid regulation 435.406 outlines those who are eligible to receive Medicaid assistance. These eligible participants include: citizens of the United States or qualified aliens, as described in section 431 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. In addition, 435.406 states that
             the agency must provide payment for the sevices described in §440.255(c) of this chapter to residents of the State who otherwise meet the eligibility requirements of the State plan (except for receipt of AFDC, SSI, or State Supplementary payments and the presentation of a social security number) but who do not meet the requirements of paragraphs (a) and (b) of this section ("Electronic code", 2006).
             The change made to 435.406 was based on the provision of the Deficit Reduction Act and its requirement that States obtain satisfactory documentation regarding an applicant's citizenship, before receiving Federal financial participation. Guidance is given on the types of documentation that is to be accepted, including alternative forms of documentation, in addition to those described in the statute and when these forms are acceptable, to establish the applicant's citizenship. The regulation also details the processes that will help minimize administrative burdens for the State and the applicants ("Medicaid program", 2006).
