Kim Il Sung then moved forward into a period where the nationalistic struggle did not end and the encroachment of outside forces continued, in the form of the allied invasion of his nation during the Korean war and its continued Southern occupation, even to this day. (Park, 2002, p. 14) Following Kim Il Sung's dynamic and charismatic leadership is that of the present North Korean leader, Kim Jong Il who by most standards is an unpredictably strong leader as well, much to the chagrin of many who hoped that the death of Kim Il Sung would end the stubborn Northern separatism through a progression of destabilization that often follows the death of a longstanding leader. Going on the assumption that the successive leadership would be unable to contain and control the military leadership, presumably in control of the nuclear defense program many scholars early after the 1994 death of Kim Il Sung assumed that the consequences of the succession would be a dismantling of the system through political upheaval, and these predictions were left wanton. The overarching question of this work and the first question in the LAMP method, determination of the issue for which the author is trying to predict the most likely future is: How will North Korea's Emergence as a Nuclear Power Affect Nuclear Proliferation in the Korean Peninsula? The idea of proliferation itself must first be discussed to reiterate the usage of the phrase nuclear proliferation. Nuclear proliferation is defined as the spread of nuclear technology for non-peaceful means.
