In terms of security matters, the respect for security of the territories would include a mutually agreed peace mission presence meant to insure the safety of the people especially those at the borders of the two areas. The issue of the refugees and most importantly of the relationship between the refugees and the Israeli people is discussed in these guidelines. Therefore, the Parameters consider that "the agreement will make clear that the return to the West Bank, Gaza Strip, and the areas acquired in the land swap would be a right to all Palestinian refugees"3. Therefore, an eventual agreement reached through these guidelines would include a recognition of the Palestinian refugees to find their own place, ancient Palestine, the West Bank, and even a third country.
