The only reason he felt the need to actually have to create a party was that he saw that he had no other choice. He was not about to sit back and let the French do what they pleased in his own country. It's inconceivable to think how much better the French thought they were in comparison to the Vietnamese. They had a completely different set of rules for themselves from the rules they enforced upon the Vietnamese.
