             The Ship's 3m system is the nucleus for managing afloat and applicable shore station equipment. This system provides maintenance managers throughout the Navy, a process for planning, acquiring, organizing, directing, controlling, and evaluating the manpower and material resources used to support maintenance.
             The Ship's 3-M System is designed to provide for managing maintenance and maintenance support to achieve maximum equipment operation readiness. The Ship's
             (1) Standardization - achieve uniform maintenance standards and criteria
             (2) Efficiency – effective use of available manpower and material resources in maintenance
             (3) Documentation – recording maintenance and maintenance support actions to establish a
             (4) Analysis – used to improve reliability and maintainability of systems and equipment,
             and to reduce cost of material ownership
             (5) Configuration Status According – reporting and recording changes to installed equipment
             (6) Scheduling – standardized method for planning, managing, executing, and tracking
             maintenance requirements and accomplishments
             A subsystem feature of the Navy 3-M System allows for sailors to submit Technical Feedback Reports (TFBR) to Naval Sea Logistics Center for resolution by In Service Engineering Agents (ISEA). This system is paper laden and slow and requires change.
             The stark reality is that no matter how smart, how hard working, how dedicated or how strong, Sailors are, they simply can't speed up the process for providing feedback or seek resolution for maintenance procedures that are incorrect or lack clarity by themselves. Today's modern warships have electronic capability to allow for faster transmission and receipt of TFBR resolutions. I wish to exploit that capability.
