SA in check was destroyed when the Patriot Act was passed. The Congress saw the potential FISA had to provide critical information; however, Congress was also aware of the Primary Purpose Clause. Congress decided to ever so slightly change the wording of FISA, from the prior wording "Primary Purpose", to "Significant Purpose".
