             In 1983-84, drought and disease destroyed crops in Ethiopia's breadbasket region, leaving five million people at risk of starvation and disease from a one million ton deficit of grain (Milner, par. 5). Despite alarming reports from armed opposition movements in war torn Eritrea and Tigray, the Ethiopian government tried to obscure and deny the famine. Early 1984, the head of the Ethiopian Relief and Rehabilitation Commission (RRC) asked for food aid at a U.N. Food and Agricultural Organization (FAO) meeting. Unwilling admission of famine, the Ethiopian government refused assessment missions to visit affected regions. BBC television broadcasted the documentary "Seeds of Despair" after Ethiopia's expensive tenth-anniversary revolution celebrations were over, shocking the world and prompting mobilization of humanitarian aid. NGOs worldwide offered their services, Western governments proposed resources and money, and the European Community released millions of ecus. (Moore 182)
             October 1984, the death toll was estimated at 200,000. One major problem was the delivery of aid supplies across the country. As the Ethiopian government intensified its internal war, there were reports that aid was continuing to be diverted from civilian victims to feed its troops. By December, an estimated 2,000 refugees fleeing war and famine headed into Sudan each day.
