             S15 of the constitution deals with Casual Senate Vacancies. It states that if a senator becomes vacant before their term of service expires, the senate will sit and vote in a new senator. By convention, the appointed senator represents the same political party as the departing senator. This convention was followed from 1948 until 1975 when the convention was breached twice.
