assume that North Korea does pose as a nuclear threat in the Asian-Pacific region. Moreover, policies directed toward the DPRK must acknowledge this threat and encompass the potential results of an attack, be it an attack on North Korea or an attack by the North.
             As analyzed earlier in this study, the geographical location of the peninsula makes a potential attack by the United States a difficult task. Any deliberate attack on the North's nuclear plants is likely to leak mass levels of radiation not only on to the 22 million civilians of the DPRK, but as well as the 30,000 U.S. troops stationed in South Korea (pending they are not withdrawn by the Bush Administration). In addition, the radiation would be likely to spread into China, Russia, and Japan, thereby making the likelihood of an American-lead attack a last resort.
