             Modern technology has created a new electronic world without borders. With modern computer technology, communication devices, and interactive networks like the Internet which can link up everyone in any part of the world, globalization and international trade have never been more convenient. Changes in the way commerce is undertaken have placed greater reliance on technology. From placing an advertisement on eBay to making agreements via email, technology forms the infrastructure of modern business operations.
             The pace at which technology advances poses challenges to today's law and introduces greater difficulty in constructing an adequate framework for e-commerce.
             When operating a business, more than often than not, it will involve contracts and agreements. In contract formation, there must be an offer and a corresponding acceptance. The general rule is that, for an acceptance to be effective, acceptance must be communicated to the offeror. The Postal Acceptance Rule is an exception that allows acceptance to remain effective even if it is not communicated to the offeror when the acceptance is sent through the post. It was introduced to accommodate the postal technologies of the 19th century when delivering a letter can be a tedious and long process. Under this legislation, the acceptance is deemed to be effective as soon as the letter is posted, regardless as to when it reaches the offeror or whether it reaches him at all.
             With the quantum advances in telecommunication, it is less popular for parties to agree that acceptance should be sent by post. Instead, majority prefers the use of electronic devices to communicate "offer" and "acceptance". Electronic devices like telexes, facsimile machines, and computers allow instantaneous communication which complies with the general rule. This puts the Postal Acceptance Rule at high risk of being obsolete.
