To the dismay of environmentally conscious citizens, Bush's administration began to overturn lawsuits filed under N.S.R. and ease up interpretations of this legislation. The President enacted new rules that, according to Frank O'Donnell, executive director of the Clean Air Trust, a nonprofit watchdog group, allowed "the framework of New Source Review to remain, but set thresholds so high that pollution-control requirements would almost never come into effect" under N.S.R. (qtd. in Barcott 38).
