             The next causes were in the early stages of 1930. In 1930, the main plan for civilian evacuation still presumed that the centre of London was effectively the only danger area. In this scheme, the London Underground would be the main Vehicle for transporting thousand of Londoners to the outskirts of London and, it was assumed, safety.
