This quotation shows that the narrator is truly concerned with Ireland's wellbeing, because he has given serious thought to its economic situation. Thus a sort of sincerity of the narrator is evident.
             The narrator responds to the situation by proposing a solution to this dilemma. He states:
             It is exactly at one year old that I propose to provide them
