             An immediate problem confronting the emergence of a new agency is the need for experienced leadership and management. Forming the leadership vanguard for an organization requires someone to command it; the government appointed Tom Quinn, from the Secret Service, as its first director of the FAM Service. The opening of several new field offices required locating experienced Special Agents in Charge (SAIC) to lead them, and subordinate leaders to assist the SAIC's. Under the SAICs are the Assistant Special Agents in Charge (ASAIC) and under the ASAICs are the Assistants to the Special Agent in Charge (ATSAIC) who are the FAMs first line supervisors.
