Of these executive orders, some of them were quite controversial, and it is obvious that these executive orders were written around Republican concepts to favor big business and the privatization of government actions. One of President Bush's first executive orders was EO 13201 which required government contracting departments to include a provision in all contracts requiring contractors to post a notice in their plants and offices stating that employees cannot be required to join a union or retain union membership in order to retain their jobs. The notice also describes the rights of employees who are not union members regarding the use of their payments when the employer and union have entered into a union-security agreement requiring employees to make certain payments. The undertone of this order is to halt the progression of unions and allow the government to become gradually more privatized favoring the big business. This is also evident in EO 13226 called the Presidents Council on Advisors on Science and Technology (PCAST). PCAST was originally established by his father, Former President George H. W. Bush, in 1990 to enable him to receive advice from the private sector and academic community on technology, scientific research priorities, and math and science education. The PCAST advises the President on matters involving science and technology policy. In addition, "the PCAST assists the National Science and Technology Council (NSTC) in securing private sector involvement in its activities allowing big business to have a strong foothold in our economy." The members of this council would be appointed by the President himself, therefore giving him the ability to appoint those people who have either contributed to his campaign or are high ranking members of the special interest groups that now run the presidency.
