             In 1790, Spanish Florida had many problems to deal with. Along with its growing rivals to the north and lack of settlers, a man by the name of Napoleon was running rampant in Europe and proved to be a bigger problem. To increase its numbers of settlers, the governor of Florida offered titles of land to any and all people, including English and American citizens who stayed on the land for at least ten years, tax free (First Seminole War).
