One reason why is because society can not assume that experimentation is always valuable for its own sake, and the federal government can step in and stop an experiment if they believe that certain issues are beyond the eye of the states' choice. The purpose of using the state as experimental laboratories is also associated with the desire of federal courts not to jump into the courts issues until the consequences of the "experiments" have been researched, practiced, and results have been produced. The United States Supreme Court decision which refused to recognize physician assisted suicide as a constitutional right, was clearly based on state laboratory experiments. Many references were base on these so called "laboratories" which in turn shaped the Washington vs. Glucksberg decision (Bix 2).
