             In 1854 Congress passed the Kansas-Nebraska act. It said that the two territories were to be made from the land that lay west of the bend of the Missouri River and north of 37 degrees latitude. Stephen Douglas introduced the bill. Midwesterners greatly favored the idea to open up these new territories, these people influenced Douglas. Douglas included in his bill that their be "popular sovereignty" in these areas, this stated that the question of slavery be decided by the settlers. The Missouri Compromise said that all land in the Louisiana Purchase north of the 36 degrees line, except for Missouri, was to be free. Douglas persuaded the southerners to declare the Compromise "inoperative and void." The anti-slavery people attacked the Kansas Nebraska Bill. However, the president supported it and it became a law.
