             The plans for our cities are the standards prescribed by law-the codes and ordinances that regulate the development of urban property Laws and governmental actions form an integral part of the whole planning process. The main goal of planning is to improve the quality of life of the residents through concerted actions.
             The role of planning can perhaps be best illustrated by the following quote of President Carter of the United States in the President's Urban Policy report prepared in august 1978.
             "I think that we stand at the turning point in history. If, a hundred years from now, this nation's experiment in democracy has failed, I suspect that historians will trace that failure to our own era, when a process of decay began in our inner cities and was allowed to spread unchecked throughout our society.
