In 1997 the Clinton administration strongly encouraged a Zero Tolerance policy for classroom violence and weapons in schools. "The Gun Free Schools Act requires that each state receiving federal funds under the Elementary and Secondary Education Act must have put in effect by October 1995 a state law requiring local educational agencies to expel from school for a period of not less than a year, a student who is determined to have brought a fire arm to school," Bosch (1999).
