There are two major oppositions to industrial hemp legalization, the law enforcement and the Drug Enforcement Administration (DEA). The law enforcement argues that it would be difficult to differentiate between a farmer growing marijuana for industrial purposes and someone growing marijuana to be used and sold for illegal, recreational purposes. In truth, they are two separate plants with distinct differences. The industrial plant is tall and stalky with few leaves, whereas the smokable plant is short and bushy with a plethora of leaves.
